MyECERDC

The East Coast Economic Region Development Council (ECERDC) is a statutory body established under the East Coast Economic Region Development Council Act 2008 (Act 688). It is responsible for driving and overseeing the implementation of the ECER Master Plan, which covers Kelantan, Terengganu, Pahang, and Mersing in Johor. Known for its strong governance, ECERDC prioritizes digital transformation and innovation to ensure sustainable, inclusive, and high-impact regional development.

1. Modernize the legacy system into a browser-compatible, scalable cloud application.
2. Establish secure, real-time integration with the on-premise SAP ECC 6 using ABAP and VPN.
3. Implement SSO through Azure Active Directory for centralized access control.
4. Digitize and unify multiple core functions including ESS, HR, Finance (excluding accounting), Investor Management, e-Correspondence, e-MMA, and HSE.
5. Ensure full data migration from legacy systems, including structured and unstructured files.

Challenges

ECERDC’s legacy in-house system was developed using outdated technologies, making it incompatible with modern browsers and limiting its scalability. Several modules particularly Investor Management, lacked a clear, structured process flow, leading to inconsistencies and inefficiencies in operations. Integration with the on-premise SAP ECC 6 system posed a significant challenge, requiring custom ABAP programming for real-time data exchange. Additionally, because MyECERDC is hosted in AWS, establishing a secure connection to the on-premise SAP required site-to-site VPN implementation. The project also demanded integration with Azure Active Directory for seamless single sign-on (SSO). On top of that, data migration involved reconciling different database structures and migrating large volumes of SQL and media data such as PDFs and images.

Lesson Learned

Close collaboration and proactive engagement with multiple departments were essential for navigating unclear process flows and legacy challenges. Breaking down the development into phases allowed for early validation and smoother adjustments. CONSTRAINTS

1. Legacy System Architecture
The old system was not browser-compatible and lacked a unified structure, creating limitations in usability and migration planning.

2. Incomplete Process Flows
Several modules, especially Investor Management, did not have a well-documented process, requiring workshops and iterative discovery with stakeholders.

3. Complex Integration Requirements
Real-time data synchronization between AWS-hosted MyECERDC and on-premise SAP ECC 6 required secure VPN tunneling and custom ABAP logic development.

4. Challenging Data Migration
Differing database schemas and large volumes of media files (PDFs, images) made data mapping and migration a technically intensive task.

5. Stakeholder Coordination Across Multiple Departments
Aligning feedback and requirements across divisions introduced delays, especially for modules with overlapping responsibilities.
