MyECERDC
The East Coast Economic Region Development Council (ECERDC) is a statutory body established under the East Coast Economic Region Development Council Act 2008 (Act 688). It is responsible for driving and overseeing the implementation of the ECER Master Plan, which covers Kelantan, Terengganu, Pahang, and Mersing in Johor. Known for its strong governance, ECERDC prioritizes digital transformation and innovation to ensure sustainable, inclusive, and high-impact regional development.


2. Establish secure, real-time integration with the on-premise SAP ECC 6 using ABAP and VPN.
3. Implement SSO through Azure Active Directory for centralized access control.
4. Digitize and unify multiple core functions including ESS, HR, Finance (excluding accounting), Investor Management, e-Correspondence, e-MMA, and HSE.
5. Ensure full data migration from legacy systems, including structured and unstructured files.
Challenges
ECERDC’s legacy in-house system was developed using outdated technologies, making it incompatible with modern browsers and limiting its scalability. Several modules particularly Investor Management, lacked a clear, structured process flow, leading to inconsistencies and inefficiencies in operations. Integration with the on-premise SAP ECC 6 system posed a significant challenge, requiring custom ABAP programming for real-time data exchange. Additionally, because MyECERDC is hosted in AWS, establishing a secure connection to the on-premise SAP required site-to-site VPN implementation. The project also demanded integration with Azure Active Directory for seamless single sign-on (SSO). On top of that, data migration involved reconciling different database structures and migrating large volumes of SQL and media data such as PDFs and images.
